POSITION SUMMARY:




We are currently recruiting for a bilingual Healthcare Navigator. This full-time position pays $31.00 per hour and is located in Montgomery County MD (offices in Silver Spring, Rockville, and Germantown).





Employees assigned to this position are subject to Union membership, fees, and dues in accordance with the collective bargaining agreement, and employment with ATHENA may be conditioned upon participation in client’s Union.

DESCRIPTION:



This position provides health insurance education, eligibility, and enrollment assistance
for the following programs available through the Maryland Health Connection:
Medicaid, Maryland Children’s Health Plan (MCHP), Qualified Health Plans (QHP) and
Stand-Alone Dental Plans (SADP). This includes outreach and public education,
completing and processing applications, facilitate selection of QHP, document
retrieval/submission, appropriate referrals to other agencies, and post-enrollment
support.



JOB RESPONSIBILITIES:

1. Provides outreach, education and in-person enrollment support for currently uninsured,
undeserved and underrepresented populations at DHHS locations or community
locations in Montgomery County
2. Obtains/maintains state certification to serve as a Navigator. Demonstrates advanced knowledge
of Maryland's electronic enrollment system. Maintains expertise in all health insurance affordability
programs and meet cultural competency standards.
3. Represents the Montgomery County Connector Entity in a professional and knowledgeable
manner while assisting the public with eligibility determination, plan selection, document
retrieval/submission, application for federal tax subsidies and cost-sharing assistance; Medicaid
and Maryland Children's Health Plan (MCHP) determinations, and Qualified Health Plan (QHP)
enrollment through the Maryland Health Connection marketplace.
4. Facilitates plan selection based on the needs of the individual/family seeking health insurance
coverage, correctly assessing tax implications and premium and cost-sharing requirements, timely
application submission, renewal as well as disenrollment processes.
5. Serves as a resource to Montgomery County Connector Entity colleagues as well as partner
organization counterparts; providing guidance as needed to efficiently and effectively resolve client
challenges and systems issues.
6. Participates in educational workshops, outreach and speaking events to raise awareness and
promote health coverage options available through Maryland Health Connection.
7. Actively contributes to the successful implementation of program activities: Accurately completes
daily site surveys/data requests, responds to electronic communication and voicemails in a timely
manner; attends and participates in Montgomery County Connector Entity meetings; successfully
manages operations at designated work site as needed; represents the Connector Entity in a
positive/professional manner at all times.
8. Completes all administrative duties in a timely manner. Collects client surveys/feedback at the
conclusion of an enrollment session. Submits bi-weekly timesheets and monthly reimbursement
requests (if applicable). Provides information needed to escalate cases to the MHBE.
9. Provides referrals to appropriate agencies, including the Attorney General's Health Education
and Advocacy Unit (HEAU) and the Maryland Insurance Administration (MIA), for applicants and
enrollees with grievances, complaints, questions or the need for other social services.
10. Provides all information and services in a manner that is culturally and linguistically appropriate
and ensures accessibility for individuals with disabilities throughout Montgomery County.
11. Provides on-going support to clients related to these functions.
12. Assists with other duties as assigned or as needed to support program goals

Required Qualifications :

MINIMUM QUALIFICATIONS:



• Bachelor's Degree or an equivalent combination of education and related experience may be
substituted.
• At least 2 years of experience working directly with clients, customers or in community outreach role
preferred
• Experience in benefit eligibility/enrollment and/or work experience as an Enrollment Services
Representative required.
• Must be available to work nights and weekends for outreach events and during the open enrollment
season.
• Previous experience within the insurance industry highly desired.
• Possesses the ability to interact professionally with co-workers and clients.
• Ability to communicate effectively (written and verbal).
• Proficient in Microsoft Office Suite (including Word, Excel, Outlook).
• Able to excel independently as well as in a team environment
• Bilingual proficiency in Spanish preferred
• Must be able to pass background check and have reliable transportation


 




Physical Requirements:



  • Prolonged periods of sitting at a desk and working on a computer.

  • Must be able to lift and move up to 25 pounds at times. 

  • Standard hours of work are Monday through Friday, 8:00 am – 5:00 pm, however, evening and weekend hours will be required during Open Enrollment.

  • Travel may be required up to 10% of the time.
