POSITION SUMMARY:


 


We are currently recruiting for a Housing Navigator.  The Housing Navigator will possess strong problem-solving skills to assist individuals in Baltimore City who are experiencing a housing crisis to work through the various options and determine the eligibility for housing-assistance, education, advocacy, and referrals to resources in the City. This position reports to the Housing Manager and related duties as assigned. This full time position pays $33.13 per hour and is located in Baltimore, MD.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

·       Embrace, advocate and carry out the mission and vision of the Mayor’s Office of Homeless Services 


·       (MOHS) which is to make homelessness rare, brief, and nonrecurring in Baltimore City. 


·       Assists with diversion training and support of library employees during orientation and through ongoing efforts for cross-training and collaboration.


·       Builds a strong working relationship with library staff, other non-profits and businesses that can aid with resources for individuals experiencing or at risk of homelessness in Baltimore City.


·       Works with clients to develop and implement a housing / rehousing plan that includes an assessment of needs, resource planning and connection to available resources and services; moving toward self-sufficiency and permanent housing.


·       Documents interactions and activities in the Homelessness Management Information System (HMIS).


·       Determines program eligibility through the Coordinated Access process.


·       Understands and follows program specific policies and regulations.


·       Provides short term Care coordination.


·       Collaborates with housing entities and other related programs in the city, other City agencies, organizations, including housing identification specialist, landlords, shelters, and other housing advocates.


·       Attend area housing related task forces/committees, meetings, and events.


Work with Program Manager to develop program infrastructure documents.


·       Serve as a backup navigator as needed.


·       Other duties as assigned by Program manager.


Required Skills/Abilities:


·       Strong organizational skills.


·       Knowledge and experience of federal and state homeless and housing programs; engaging, collaborative, facilitative in nature; and able to work well with various individuals and agency staff in all positions and the community.


·       Knowledgeable about Housing first, area housing barriers and financial education. 


·       Ability to exercise judgment and discretion in applying and interpreting departmental and program policies, laws, rules, regulations and procedures; ability to develop and install program procedures; ability to develop and install program procedures; ability to develop and implement policies and procedures to ensure program compliance.


·       Ability to identify and relate to the barriers that prevent low-income persons from becoming self-sufficient and obtaining permanent housing.


·       Ability to communicate effectively, both orally and in writing; ability to present recommendations clearly and concisely; excellent communication, writing, presentation, and computer literacy skills required; an active listener and supportive team builder with strong interpersonal and communication skills.


·       Ability to work well in a team setting as well as independently, with very minimal supervision.


·       Ability to establish and maintain effective working relationships with City officials, State and Federal officials, department managers, staff, community partners, regulatory agencies, business groups, residents, Boards, and related public groups.


·       Ability to prioritize multiple tasks.


·       Ability to develop and promote a culture of quality customer service.


·       Ability to maintain confidentiality of sensitive information.


·       Attention to detail is a must.


·       Competent working with Microsoft Office® and communication via e-mail and other social media platforms.


·       Oral and written fluency in English and Spanish preferred.


·       Flexibility to work off-schedule hours, especially evening hours, is a plus.


Education and Experience:


·       Bachelor’s Degree with one year of experience in social service setting preferred or a combination of three (3) years’ experience and/or education.  


Physical Requirements:


·       Prolonged periods of sitting at a desk and working on a computer.


·       Must be able to lift and move up to 25 – 50 pounds at times. 


·       Standard hours of work Monday through Friday, 8:00 am – 5:00 pm, however evening and weekend hours may be required


·       Travel may be required up to 10% of the time
