POSITION SUMMARY:




This FULL-TIME position ranges from $42.00-$46.00 per hour depending on experience and is located in Hanover, Maryland. The Manager Behavioral Health Services is responsible for Behavioral Health Utilization Management (BH UM), Behavioral Health Case Management (BH CM), or a combination of both functions in an integrated model. The role may also involve managing the Employee Assistance Program (EAP) and Resource Center (RC)and related duties as assigned.


 


This position is hybrid and will go into the office 1-2x a week.


 


 ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serves as a resource for medical management programs and identifies and recommends revisions to policies and procedures.

  • Ensures staff adherence to accreditation guidelines and supports quality improvement activities.

  • May assist with the implementation of cost of care initiatives and attend meetings to review UM and/or CM processes, discussing facility issues.

  • Hires, trains, coaches, counsels, and evaluates the performance of direct reports.



Responsibilities for BH UM may include:



  • Managing a team of licensed clinicians and non-clinical support staff to ensure the medical necessity and appropriateness of care for inpatient and outpatient BH services.

  • Ensuring appropriate utilization of BH services through level of care determination, accurate interpretation/application of benefits, corporate medical policy, and cost-efficient, high-quality care.

  • Managing consultation with facilities and providers to discuss plan benefits and alternative services.

  • Leading the development and maintenance of positive relationships with providers to ensure quality outcomes and cost-effective care.

  • Assisting in developing clinical guidelines and medical policies used in performing medical necessity reviews.

  • Providing leadership in developing new pilots and initiatives to improve care or lower costs.


Responsibilities for BH CM may include:



  • Managing a team of licensed clinicians and non-clinical support staff engaged in telephonic outreach to members.

  • Overseeing staff in assessing, developing, implementing, coordinating, monitoring, and evaluating care plans to optimize member healthcare across the care continuum.

  • Ensuring member access to services appropriate to their health needs and monitoring and evaluating the effectiveness of care plans.

  • Supporting process improvement and quality assurance activities.

  • Facilitating collaboration across departments to ensure cost-effective and quality member care.


Responsibilities for integrated BH UM and BH CM model include:



  • Integrating the UM/CM functions to improve information flow and collaboration.


Responsibilities for EAP/Resource Center include:



  • Managing a team of licensed clinicians and non-clinical support staff responsible for telephonic crisis intervention, substance abuse/biopsychosocial assessments, employer services (such as Management Consultations and Supervisory Referrals), and connecting members or providers with available resources to optimize quality outcomes and cost-effective care.

  • Supporting quality improvement by identifying new business processes, recommending revisions to policies/procedures, and providing quality control to ensure adherence to the appropriate medical policy, best practices, relevant clinical standards, and contracts for an inbound and outbound 24/7 call center managing EAP and BH Services.

  • Serving as a resource for direct reports, vendors, account management, implementation teams, privacy and compliance, and infrastructure support teams.



Required Qualifications :

Education and Experience Requirements:



  • Experience with child and adolescent population

  • A minimum of 5 years clinical practice as a BCBA, BCBA-D or licensed psychologist

  • Current active unrestricted Board-Certified Behavioral Analyst (BCBA) certification and/or state licensure required (Maryland).

  • Prior utilization management experience preferred.

  • Prior managed care experience preferred.

  • Prior leadership experience managing, hiring, and coaching a team.

  • Experience with Applied Behavioral Analysis (ABA)  comprehensive and focused treatment modalities.

  • Experience applying clinical and policy knowledge on the continuum of clinical services.  

  • The following professional competencies apply: Associates in this role are expected to have strong oral, written,  and interpersonal communication skills, problem-solving skills, facilitation skills, analytical skills, and computer skills


Physical Requirements:



  • Possible prolonged periods of sitting at a desk and working on a computer.

  • Must be able to lift and move up to 25 pounds at times.

  • Standard hours of work Monday through Friday, 8:00 am – 5:00 pm.
